- Associated Press reports that a U.S. House-passed bill to resolve the debt ceiling dispute does not include permitting reforms to speed construction of large transmission projects.
- Utility Dive reports that grid operator PJM is asking federal regulators to dismiss eight complaints from power plant owners seeking to eliminate or reduce penalties against them for failing to operate during a winter storm in late 2022.
- Bloomberg reports that Texas falls short of its big grid overhaul after deadly winter storm. Texas lawmakers had ambitious plans this year to overhaul the state’s electricity market with proposals that favored fossil-fuel plants and hampered renewable-power development.

- E&E Daily reports New Mexico Democratic Sen. Martin Heinrich is expected to release two bills Thursday to enhance the nation’s grid, a bid to keep momentum going on permitting reform and to move beyond what was hammered out in the debt ceiling bill.
